Average prices slipped 1.2% year over year, consistent with the margin squeeze operators have faced since the post-legalization peak. Within the licensed market, the category mix is shifting: Pre-Rolls climbed 6.2% to capture 18.2% share, while Flower dipped 1.7% and now barely edges Vapes at 31.8% versus 31.0%. STIIIZY remains a dominant brand across multiple segments. California legalized medicinal marijuana in 1996 and recreational cannabis in 2016, with licensed retail sales beginning in 2018.
